UN DRUG OFFICE SAYS USERS NEED HELP NOT PRISON
"People who take drugs need medical help, not criminal retribution," said Antonio Maria Costa, director of UNODC, calling for universal access to drug treatment. Since people with serious drug problems provided the bulk of drug demand, treating this problem was one of the best ways of shrinking the market.
His call for international law enforcement to target traffickers rather than users came as it was announced that there is a worldwide growth in synthetic drugs.
Drug law reformers saw Costa's words as a significant sign in the debate over the "war on drugs". However, he said that legalizations was not the answer.

It'll be interesting to see how the bush/obama neoliberal/neocon cabal allocate ther resources to assume more and more control when they can't finance that to which they're puportedly committed. sounds like voodoo economics or just plain incompetence to me.
What drug users and addictive personalities of all stripes, authority freaks, masochists, chronic asskissers and those other two hundred milllion nine hundred ninety-nine thousand, nine-hundred ninetynine Americans who are trying to shirk control of their own lives by worshipping authority won't admit is that the one per cent normal must live alife of misery because everyone has to belong somewhere and most peopl are addicted to fear of disapproval,
As long as "disapproval" can involve being lynched, I think it's quite realistic to avoid being disapproved-of, where possible.
The trick for us is to get rid of the authority. Strip the elites of their money and power, and suddenly they'll look like what most of them are: people who should be in care because of clinically significant psychopathology.
