DAN QUAYLE ALIVE AND WELL

Dan Quayle on Fox News - They're gonna go to budget reconciliation, which I believe would set a very bad precedent, because essentially -- if they could do it, and I don't know if they can do it, but if they could do it -- what you have done, effectively, is to take away the filibuster in the United States Senate. So, therefore, you have 51 votes in the House and 51 votes in the Senate. That is not what our Founding Fathers had in mind. That is not the constitutional process.

The founders did not know we would have 50 states but the did know that there would always be an even number of Senators, as the Constitution requires that each state has 2. They further anticipated close/tied votes and they put this provision in section 3 to address the issue;

"The Vice President of the United States shall be President of the Senate, but shall have no Vote, unless they be equally divided."

If the framers allotted for a tie breaking vote cast by the Vice President, they certainly assumed that if a majority of Senators voted for an article of governance, even if only by one vote, then the business of the Senate would go forward.

Could've sworn he was put to pasture years ago...Fox News will let just about anyone on these days, won't they?
